The Southwestern Community College (SWCC) board of trustees held their regular board meeting on Tuesday, Dec. 14, 2021, at 5:30 p.m., in the Administration Center board room.

Dr. Tony Cass of Creston, board president, told the board Carmalee Woods, board secretary, had noted recently re-elected board members Kevin Britten of Red Oak, Jane Ernst of Greenfield, Jerry Smith of Osceola, and Zach Gunsolley of Diagonal have all completed their Oath of Office affidavits as prescribed by law.

Next, the election of board officers took place for the upcoming year. Cass was re-elected as president of the college’s board. He has served on the SWCC board since February 2009, was the board’s vice president from 2015-17, and became board president in October 2017. Fred Shearer of Corning, was re-elected as vice president of the college board. Shearer joined the board in 2002 and became vice president in 2017. Tia Samo was appointed board treasurer and Woods was appointed board secretary.

Samo spoke to the board regarding the resolution to refund two of three outstanding dorm revenue bonds. She reminded the board this topic had been on the November board agenda. Samo told the board by approving the resolution, the board secretary will be authorized and directed to proceed, on behalf of the college, to negotiate the final terms of sale and to select a date of sale for the Dormitory Revenue Refunding Bonds in order to provide funds to pay the costs refunding the outstanding dormitory revenue indebtedness.

Cass asked Samo to remind the board the potential savings the refunding of the bonds could provide to the college. Samo said it would be an estimated savings of $650,000 during the life of the bonds. The board proceeded with a roll call vote and the resolution was approved.
Samo reported to the board regarding the college’s annual audit. The college received an unmodified opinion with no internal control deficiencies and no instances of non-compliance. Following her report, board members voted to receipt and file the college’s annual audit report as presented.

In personnel, the board approved the employment of Audra Long as nursing instructor. Long will replace Rena Cheers, who resigned her position effective at the end of the fall semester. Most recently, Long was a staff and charge nurse at CHI Mercy Hospital in Corning, where she has worked since 2012. She has also served as a nurse at Greater Regional Medical Center in Creston and Adair County Memorial Hospital in Greenfield. She will begin her position at SWCC in January with the start of the spring semester.

Jerry Smith, SWCC board member from Osceola and Iowa Association of Community College Trustees (IACCT) representative, reported on the two-day IACCT meeting held Dec. 1-2 in Des Moines. Smith said a joint meeting with the Iowa community college presidents was held on Dec. 1, followed by their regular meeting on Dec. 2.
